It's very true in some ways...charles

and not only does the good professor knew what he was talking about, it is a viewed shared by the folks at the Department of Justice
though they will not often state this pu blically...

there is only so many lawsuits, so many reviews and so many "community policing" efforts any given group or individual advocates against civil rights abuse in america or anywhere for that matter that can do...for a given area and/or community

eventually the police departments themselves have to be able to feel free enough to work independently from the local "culture"...

in Steubenville, Ohio..where the nation's first and longest Federal consent decree was created and originated in 1997,
the town and the city officials were deeply involved in the notion that the "criminals" were the one's who "deserved" and that the town, because of its character "needed" a set of "toughs"...

its as old as john Wayne movies and as american as Tom Jeff....

but the interesting thing is that the DOJ's special auditor AFTER 8 years of overseeing the City of Steubenville
concluded...the problem was
"not really w/in the police department itself"...

but rather...it was tied up within the local culture and the local people and the local city fathers who refused to support...true and genuine reforma nd change

that's the scary part...

when we look deeply into the mirror...of our cities problems...and serious civil rights abuses...

it reflects back...something sometimes horrifying..and surprising at the same time...

ourselves...

its ALL of our problem...just as on the national level...George Bush II R US....

...its a scary thing to get want you want....

at times..and modern policing is no exception...

but i would invite you to take a look at how the DOJ under Clinton...NOT ONLY went after the BIG CITY police depts like NO and LA and NY...but also delt with smaller community's serious problems w/ pattern and pratice police misconduct

I agree with you that there needs to be greater citizen involvement in policing the police. I think police should be forced to video tape their interactions with the public. My own brother was beaten by a cop for being drunk in public. He got the shit kicked out of him on his own front porch. Police brutality is a form of terrorism that the main stream media won't cover.

The police are supposed to be there to protect us, right? When the police turn against us, and are allowed to attack and kill or torture citizens without punishment, who will be there to protect us from the police?
